[PATCH 2/2] utime.h not included despite HAVE_BROKEN_MS_ASYNC

HAVE_BROKEN_MS_ASYNC is set/unset by the configure script and saved in
../rrd_config.h wich is included by rrd_tool.h.

The ifdef statement is made before including rrd_tool.h thus is never
used and utime.h is never included when it should.
