websql kills wahttp

I have SAPDB 7.4 running on two Windows 2000 Professional computers.  On
both machines, if I try websql, wattp dies with the following alert:

The instruction at "0xf17c6706" referenced memory at "0x015c022a".  The
memory could not be "written".
