As mentioned in earlier mails:

VALUE (T.COL1, 0)
is THE function to convert the NULL-value to another one (more convenient
for summing_up or the like), without changes to other values of that column.

Yes, this behaviour mentioned above is a bug, which of course
will be fixed with the next version, see PTS 1123807.
