Error Occurs on Installtion Database instance

Dear All,

I have a problem with installation SAP DB 7.4 in my PC.
There problem occurs when I try to create a database instance;
on initialize configuration step. The pupup error message is "-24988 sql 
error
[util_connect ...]; 1,could not connect to socket [10060]".

What is the problem??

And how to corerct this problem/error??
