You can use the binary build tools (ftp://ftp.sap.com/pub/sapdb/develop/tools/sapdb-devtools-win32-i386.zip). Just unpack them and continue with step 4 of http://www.sapdb.org/7.4/develop/sap_db_cvs.htm.

It seems as if vmake is built through a VC++ project on Windows. And as working with such files is a hassle through Perforce (because files are generally write protected and VC++ wants to save irrelevant information to that file on exit), the project hasn't been checked into Perforce. I'll ask if we get a regular Makefile.w32, which shouldn't change to often anyway.
