Unexpected build errors with DevTools source (CVS Snapshot 35758)

I'm trying to compile DevTools from source. With adapting PATH I get the
error ptoc not found. When changing PATH to PATH="${PATH}:${WORKDIR}/pgm"
(${WORKDIR} is for a gentoo sandbox) ptoc would be found, but get another error:
Could not find /usr/lib/pgenc, when the make command processing
sys/src/base/sizeof (command: ptoc -qn -e -c itt87.p). When using Snapshot 30176 I get no
error and the DevTools will be generated correctly. Does anybody know, how to
solve this problem, it's very important, because I'm writting a source
installer for gentoo linux.
