configure: error: sql.h not found

Hi there, I'm trying to install freetds on  linux 8.04, but everytime I
try to configure I get

 

configure: error: sql.h not found

 

I've looked on a few forums, and I have unixodbc-devel and unixodbc
installed, and the sql.h file is in my /usr/include dir.

 

This is my configure parameter:

./configure --with-unixodbc=/usr/include
