Sorry, I think the answer is No.  :-(  

I looked through SF's CVS support.  I used adminrepo.  It doesn't give
access to $CVSROOT/config.  All I can get to is $CVSROOT/freetds.  

If someone knows a way or wants to file a feature request with SF, I'm
happy to convert to local keywords when supported.
