Location of freetds.conf

I have FreeTDS running nicely on Windows Server 2003 and all is well.
Recently somebody asked if the FreeTDS configuration file, freetds.conf,
MUST be stored in the C:\ drive. Apparently this requirement is hard-coded
into FreeTDS. Is this correct? 

 

Or is it possible to put the .conf file somewhere else on the server? If so,
how does FreeTDS know where to find it?
