OpenSSL misdetection by configure script

Hi all,

Found this while working with the Branch-0_95 branch code but I've
just reproduced it with current master (commit
https://github.com/FreeTDS/freetds/commit/5f6d9cdaac045ac7857398274ff18ceb0884139f)

if with a fresh checkout I, as per INSTALL.GIT, run::

  $ ./autogen
  $ ./configure --with-openssl=no

OpenSSL support remains detected as active::

  $ grep -in ssl include/config.h
  265:/* Define if you have the OpenSSL. */
  266:#define HAVE_OPENSSL 1

This happens even if I uninstall development files for OpenSSL
(libssl-dev .deb package).

Autotools versions are (Ubuntu 14.04 LTS x86_64 system)::

  $ (autoconf --version; automake --version; libtool --version) |grep GNU
  autoconf (GNU Autoconf) 2.69
  License GPLv3+/Autoconf: GNU GPL version 3 or later
  automake (GNU automake) 1.14.1
  License GPLv2+: GNU GPL version 2 or later
<http://gnu.org/licenses/gpl-2.0.html>
  libtool (GNU libtool) 2.4.2

Anyone else sees the same issue?
