ctlib timeout functionality

Hi,

I made a pull request adding support for ctlib timeouts with ct_con_props() with CS_SET and CS_GET and CS_TIMEOUT & CS_LOGIN_TIMEOUT.

I’m not sure if it’s correct (although it works in my tests) - not sure what the process is, but if someone would review it and let me know if any changes are necessary, I’ll be glad to make them so that it can be merged to master.
