ddd can't seems to work under Cygwin

I have DDD install from cygwin (running under XP - local user account not
admin)
 start ddd in x window
 and getting this "ddd.exe - application error - the application failed to
initialize
properly (0xc00..05). Click on OK to terminate the application.
 What do I forget to do, I check the export DISPLAY and it is set to :0
I also tried 127.0.0.1:0 <http://127.0.0.1:0> and
127.0.0.1:0<http://127.0.0.1:0>
