ups fortran question

Hello All,
I'm running ups 3.37 on redhat 7.2. I'm trying to run a fortran process
from a perl script and can't seem to avoid it hanging.
In the perl script, I say:
system('path_to_script_that_will_run_ups')
and when ups comes up and I hit 'start', it just hangs. It won't let
me stop or break anywhere.
I need to run the fortran from the perl in order to preserve the run time
environment it needs...
I'm thinking this is related to the well-known fork problem where one must
break after a fork and attach, but I've had no luck there either.
any help would be appreciated.
