Agreed; only the user should be able to remove an applet from the panel, no
matter what the applet does.

How about: when you drop an applet on the panel you just see the normal icon,
with an option / dialog box asking if you'd like to run it. When it
exits, it turns back
into a normal icon (and you can just start it again).
