Found this in .xsession-errors
(rox:19812): libglade-WARNING **: could not find glade file
'/usr/share/rox/Templates.glade'

** (rox:19812): WARNING **: Failed to load widget 'Panel Options' from
'/usr/share/rox/Templates.glade'

Quick fix:
cd Downloads/rox-filer-2.10/ROX-Filer
sudo cp Templates.glade /usr/share/rox/

Using Ubuntu Lucid Lynx,
ROX-Filer 1:2.10-1.1fakesync1 form the Ubuntu Maverick Meerkat repositoy, and
ROX-Session 0.41.0 built with ROX Build Debs Scripts:
