Avoid systemd seems to be a typical issue nowadays...

Gentoo Linux don't use systemd by default and use openrc that is really
good for system and local init script management/usage. Gentoo linux
maintain eudev: a udev fork extracted from udev to don't depend on
sytemd. However you can use systemd if you like in the future. Gentoo
linux as a meta-distribution based on personal choice for system
software: you choose your log system, your cron system, your init system
and so on. Gentoo linux is compile based and permit fine grain
management of librairies and software support using USE flags.

On other hand if you want stay on a Debian like distro packages based,
there is Devuan Linux (https://devuan.org/) a fork of Debian that don't
use
systemd.
