sorting by ctime instead of mtime

I find it more useful to have my directory contents sorted by ctime
(Change Time) rather than mtime (Modify Time). For example, often
when I download a file, mtime ends up being really old, so when I go to
the folder to find it, hoping that it is the most recent item (when
sorting by "date"), I am sorely mistaken. ctime would put it at the top
of the list.

I'm not sure if there is a good reason to prefer mtime, or if we should
add an additional configuration option for the different ways to sort
by date?
