Feature: forced maximization of specific windows

Hello folks,


yet another feature submission: give user the freedom to force
maximization on startup for specific applications by window policies.

Rationale: some times users want specific applications to be always
started maximized, no matter what the application thinks or what
the previous state was.

This can now be easily done via window policies, by setting the
"placement.maximize" policy to true. See *1 for more info on how
window policies work in general.
