further testing shows that this is not necessary. I'm back with

  --enable-gtk-doc

but needed to rewrite the related %files section in my .spec file from

  %doc %{_datadir}/gtk-doc/html/thunarx

to

  %dir %{_datadir}/gtk-doc/html/thunarx
  %doc %{_datadir}/gtk-doc/html/thunarx/*
