in the xfce4-panel/README.Plugins, there is standing
XDT_CHECK_PACKAGE ([LIBXFCE4PANEL], [libxfce4panel-1.0], [4.4.0])

instead it should better be 
XDT_CHECK_PACKAGE([LIBXFCE4PANEL], [libxfce4panel-1.0], [4.3.20])
