The plugin does not handle the XKB configuration runtime changes. This is a
known issue and will be fixed in some version in the future.

a sidenote: Freezing the panel should require just restarting the panel itself,
not X.

I wonder what makes you call setxkbmap in order to switch layouts? I mean, the
common setup should be to configure XKB layouts through XF86Config/xorg.conf or
by running setxkbmap on X startup and then switch layouts through a keyboard
shortcut (e.g. Alt-Shift).
