i install xfce (and other desktop stuff) with prefix "/usr/GTK".
with original xkb plugin complete path transform to "/usr/gtk/share/xfce4/xkb/flags" instead of "/usr/GTK/share/xfce4/xkb/flags"

to_lower() must be applied only for xkb group, not for all path.
