Linux Client doesn't fully pause on file creation, or process running

Hello,

I have re-opened a bug 4148. http://bugs.distributed.net/show_bug.cgi?id=4148

I am finding that when a file is created the client pauses 7 out of 8  
instances of itself, but not the last instance.  This also happens  
with a process that it is supposed to pause, but it doesn't.

I know that this was an issue, but the previous version of the code  
had this fix, but it seems to have re-appeared.

Does anyone else notice this happening?

Here is the relevant part of the ini file:
[triggers]
pause-watch-plist=top
pause-flag-filename=pause
restart-on-config-file-change=yes
