One proxy server (with the welcome message shown above) is currently 
malfunctioning.

Since all servers are in round-robin DNS, usually it does not do much 
harm. If clients fails to connect to one IP address, on the next 
connection attempt OS DNS resolver should report address of another 
server, and client will have second chance to connect.

If your setup/OS could not handle round-robin DNS correctly and your 
clients are stuck to one server IP address (for example, this is a known 
issue for some OS/2 versions), try to restart affected clients (shutdown 
them completely and run again) so they'll have a chance to stuck to 
another (working) keyserver address.
