I don't see any calls to tzset(3), ctime(3), or any of their friends
in the source (and I wasn't expecting any:-).

So tinycdb doesn't attempt timezone conversions, doesn't use
zoneinfo or anything else.

If it did, it surely would use zoneinfo; only poorly-ported non-unix
software uses any other timezone database.
