Recent PHP ships with cdb support:

   "Since PHP 4.3.0 we support creation (not updating) of cdb files
   when the bundeled [sic] cdb library is used."

and many earlier versions support ./configure --with-cdb.  Try the
PHP manual and mailing lists to get started.
