Probably no one has felt a need, simply because the current text file format
isn't a performance bottleneck in most cases.

Someone did replace /etc/passwd with a more djb-like (and envdir-like)
directory structure with one file per field, one directory per account.  It
looked interesting, but haven't seen much about it since.
