If I understand this it allows qmail to provide mail for user who don't
necessarily have an account on the machine.

I'm not sure what you're refering to here.  I'm trying to set up qmail to
authenticate out of the system /etc/passwd file though I see it could be
advantageous to have pop users without *any* other access or accounts on
the machine.  Is this what /var/qmail/users is for?
