Looks like "make setup check" installs it into both places-

ll /usr/bin/checkpassword
-rwxr-xr-x. 1 root root 10576 Mar 11 09:36 /usr/bin/checkpassword
ll /bin/checkpassword
-rwxr-xr-x. 1 root root 10576 Mar 11 09:36 /bin/checkpassword
