package: admin/sptools
new commands: sp-install, sp-remove

These will be the equivalent of "rpm -U" and "rpm -e" for slashpackage
tarballs - basically just some convenience scripting around tar &&
package/install and rm -rf.

Maybe there should be a package/stop script to undo the work of
package/run.  sp-remove could run this script before removing the
package.
