that requires careful factoring of all the components.  freebsd needs
a not-so-large change of the c-lib to substitute userdir for passwd,
but i don't think packagers would like to move from a monolithic c-lib
to one spread over thousands of files/collections that implement each
some basic functionality.

on the other hand, splitting up the c-lib would really mean freedom
for users without loosing the ease of use of packaging systems.
