That is a rather uninformed statement.  Consider that it is possible to
have packages named 'python2.2' and 'python2.3' installed, but it is not
possible to have python versions 2.2 and 2.2.1 installed.  Arbitrary?
Debian is completely lacking a method for having multiple versions of
packages installed, making it impossible to test new ground, so to
speak, without fully commiting one's weight.  Downgrading packages to
known-stable versions is tedious at best through impossible, when one
does not have copies of the now 'outdated' (and thus unavailable) 
packages.

This isn't meant to be by any means a rigorous criticism of the Debian
packaging system, just to open the contention that Debian has -not- got
things right.
