It indicates a poor design.  It mixes the idea of a naming system with
a categorization system.  It creates a single point of failure (djb).
It invites endless argumentation about whether /foo/bar belongs there,
or under /baz/bar.  Much better to let people pick any name they want
under /package.  If you think that's going to let /package get too big
for ufs and/or ext2 filesystems, then create a hashing system.
/package/hash-of-name/name.
