you can always change publicfiles idea about how to serve a file.  to quote
http://cr.yp.to/publicfile/filetypes.html:

"You can control the types provided by publicfile for your files. A file
 named any.thing.here.audio=vnd:digital-winds, for example, will have a
 file type of audio/vnd.digital-winds. You can use lowercase letters,
 digits, -, : (meaning .), and = (meaning /)."
