I think it's because "cd .." isn't defined in the FTP spec as the way to move up
the tree; "cdup" is.  Servers which happen to work with "cd .." used to be
very rare (at least they were in '86-90 when I did a lot of FTP), although
that doesn't seem to be the case now.
