ftpd/httpd and RH/Fedora installation

For some unknown reason, vsftpd is incredibly slow (4 kB/s) on my ftp
server, moni.msci.memphis.edu, while publicfile's ftpd provides
service with max available speed.  Unfortunately, I cannot replace
vsftpd with publicfile's ftpd because all of the RedHat/Fedora
installation/update methods I know of do not work with it.

Does anybody know the specific reason why yum, rpm, anaconda, up2date,
etc do not work with ftpd/httpd of publicfile?
