FTP works in Firefox, not in IE or WS_FTP

Just installed publicfile (first install) on a new FBSD 5.4 installation .

Configured publicfile to use /ftp/loc01 as root using configure utility. 
  Put a variety of files and directories under /ftp/loc01/files/0/, 
checked svstat to make sure ftpd was running, and fired up Firefox from 
a different machine.

Everything looked wonderful and worked very well.

Fired up IE 6.0 from the same box, and got gibberish that couldn't drill 
into any of the directories.

Fired up WS-FTP Pro, which connects, and displays the contents of the 
root directory, and will download files from the root directory, but 
reports an error 550 (permissions) when I try to go into any of the 
sub-directories.
