30 seconds timeout using certain proxy servers

Hello list,

When using "privoxy" http://www.privoxy.org/ or "mproxy"
http://maxrelax.de/~tknop/mproxy.html there is always a 30 seconds delay
in getting pages from a publicfile server http://cr.yp.to/ e.g. Here's a
tcpdump of such a connection through "mproxy":

Why is that?
