Ok, to answer my own question, the PORT request specifies a tcp port
on the client side which the ftp server then attempts to connect to.
Do I have that right?

It seems then, that a firewall on the client side which isn't snooping
on outgoing ftp transactions is going to have a problem.

But that doesn't seem to describe what's going on:

I can connect from the client side to ftp.gnu.org and get a LIST:

230 Login successful. Have fun.
Remote system type is UNIX.
Using binary mode to transfer files.
ftp> ls
200 PORT command successful. Consider using PASV.
150 Here comes the directory listing.
.
.
.

But PORT to publicfile is problematic.  And outgoing connections from
the server side firewall are completely unfiltered.
