Hi,

without seeing the run file for log I can't really know what is going wrong,
but from

> [root@localhost root]# /usr/local/publicfile/bin/configure ftp ftplog

I deduce, that multilog is running as user ftplog, and that ftplog has
no write permission for the directory in which multilog wants to create
its log file. To be sure, you need to look (or show to the list) the
content of /service/httpd/log/run and ls -ld of the directory given as
argument to multilog.
