If they don't already, someone somewhere will want PHP, authentication, 
or something publicfile doesn't provide before long. While I'd agree 
that qmail and djbdns are functional equivalents of sendmail/bind, I 
wouldn't say the same applies for publicfile and apache. It's more than 
adequate for static content though, and I usually use it for mirroring.

My personal preference is for Debian as the underlying OS - it has nice 
djb software downloaders/installers, which patch for FHS compliance (and 
FHS is good for us sysadmins, IMHO).

Consider content-type, spam and size filtering too. spamassassin would 
probably be a good addition to the system, as would qmail-scanner or 
equivalent (and perhaps the free clam antivirus), and an appropriate 
DATABYTES.
