From what I remember, various bits 'o djbware have subsets of the code that
makes up libtai.  Check the Makefile, you'll see that multilog gets linked
to time.a, which uses a bunch of source files similar/identical to some
that go into libtai.

You don't need leap seconds unless you're going to/from calendar dates,
right?
