tai64nlocal not showing localtime

Hi,

I just installed the binary Debian packages for daemontools and djbdns from
http://smarden.org/pape/Debian/ under Sarge.

I have used daemontools & djbdns previously under redhat, usually
compiling by myself,
without problems. Now, I'm trying to manage my new Debian system using
aptitude.

I installed a dnscache on a lan interface for use with my local LAN,
so far, it works OK. The only thing I noticed is that the tai64nlocal
utility isn't translating from UTC to localtime.

I'm using ntp to keep time (so I don't use the 'right' timezones), and
I understand I have a reasonably current David Olson tz library within
my libc6:

ii  libc6          2.3.2.ds1-18   GNU C Library: Shared libraries and Timezone

Currently /etc/localtime is a symlink:
/etc/localtime -> /usr/share/zoneinfo/America/Argentina/Buenos_Aires

and Buenos Aires is 3 hours to the West of UTC. In fact:

# date ; date -u
Wed Oct 27 12:34:10 ART 2004
Wed Oct 27 15:34:10 UTC 2004

works OK...

The same log file, filtered thru tai64nlocal on a redhat system
(compiled by hand) an on my new debian system (installed from the .deb
packages) give 3 hours difference...

Does anyone know why tai64nlocal doesn't get the tz offset right?
