issue tracker access restrictions

The Synopsis issue tracker is increasingly subject to spam attacks.
Thus I'm going to have to disable anonymous write access.
(There have been fake user registrations in the past, so this won't
be a solution for everything, but it should at least cut down on the
noise.)
