Problem with internalframe / not everything is displayed

I wrote a converter to get Swixml input files with internalframes from 
an legacy app.
The xml is viewable at http://www.lafr.de/internal.xml.
The result is viewable at http://www.lafr.de/internal.gif.

As you can see e.g., the panel with label SPRACH_NR is not displayed.
Short question: why not ?

I checked the xml file many times now and didn't find a reason for this 
behaviour.
