icache.h:31: ISO C++ forbids initialization of member `PHY_MEM_PAGES'

Hi,

my old MinGW installations complains:
icache.h:31: ISO C++ forbids initialization of member `PHY_MEM_PAGES'
icache.h:31: making `PHY_MEM_PAGES' static

I found <https://sourceforge.net/p/bochs/code/13214/>, which says
"convert magic defines into static const variables", but it only does
"static const" for "BX_ICACHE_INVALID_PHY_ADDRESS"

For "PHY_MEM_PAGES" it only does "const"?
Why not "static const"?
What's the reason for the conversion?
Why is a static const variable better than a magic define?
