Julius, in my experience, you normally submit a patch (often as an
email) or submit a git pull request  by posting your repo on a public
site like github.com or repo.or.cz and submitting an email or
utilizing another tool.  If you post your repo on github.com, their
toolset makes submitting a pull request even easier.

In the case of the repo you linked, it appears to be a single user's
repo, not a project repo.
