Phil,

No legal entitlement and not representing anyone and no agency.  Is there
something in what you've quoted that suggests or implies otherwise?  My
interest is as said there -- to better understand the licensing landscape.
I have to divine the lay of the land the same as you would,  in fact very
much like you've written here to ask your question of me.
