We do not know that IBM categorically refuses to license their software on
Hercules. In particular, nobody has been able to produce a definitive
statement from them that they will not. It may well be a simple case of
nobody having waved enough money under IBM's nose. IBM is notorious for
doing things that can be viewed as damaging their other interests if
customers demand it enough (for the canonical example, see their preloading
PCs with Windows instead of OS/2); while I do not believe that licensing
their software on Hercules would damage their interests - I've certainly
spent lots of time and efffort arguing just the opposite! - even if someone
were to believe that it did, there's precedent for IBM doing it anyway.
