I also thank you for your response. Prior postings from me did not include
the name of my employer because my writing has absolutely nothing to do with
work. I guess there is always some idiot that had to drag work back into it.

My question really isn't about advocacy either in that I have stated that I
have not in the past had any need to know a mainframe for work purposes nor
will in the future. I think for those who derive income from the mainframe
should pay monies to IBM to use their software.

My case is also different. I want to write a book. For those that know me or
have read any of my prior books will know that I donate any royalties
received to charitable causes. In other words, I plan on earning zero for
using Z/OS and therefore don't want to pay for it and need a person that can
help me with this goal.

You are getting me closer to my answer. How do I find out exactly who to
email in Partnerworld that can get me the CD with Z/OS on it without paying
for it.

     I understand that Gabe Goldberg, I think, did succeed in getting OS390
  2.5? from IBM for this purpose some years ago.
     You might also be able to acquire  Partner World for Development copy
  and a Flex-es thinkpad.
     It really does, unfortunately, still remain the case that running on
  Hercules is a license violation in all but the most limited and specific
  cases.
